David H. Bartram was elected to the board of the National Association of Government Guaranteed Lenders Inc. He is senior executive v.p. of San Diego-based Bank of Commerce for which he directs the small business lending department that operates in 12 offices in six states.

Bartram previously served on the board from 1992-1995. During this three-year term, he will represent lenders in the organization's small bank category.

    Dr. Bernard D. King has joined Advanced Bioresearch Associates of San Diego as president and CEO. King takes 23 years of health care-related experience to ABA, a strategic clinical research organization and consulting firm. He was previously president of ChromaXome, a subsidiary of Trega Biosciences of San Diego.

    William J. Mudge was named president and CEO for Golden Eagle Insurance Corp. He joins Golden Eagle after 14 years with Industrial Indemnity Co. in San Francisco.

    Joseph E. Farinelli is the newly named president and partner of the Walters Management Co., a San Diego-based property management company that is celebrating its 25th anniversary. He has been with the company for 14 years.

    Architect Steven T. Schrader has joined the Irving Hughes Group Inc. as project manager of the Project Management Division. As part of a mutual agreement between Carrier Johnson Wu and the Irving Hughes Group, Schrader will complete several projects for the architecture firm before starting full-time with Irving Hughes on Jan. 1. Also joining Irving Hughes is Sepi Rahimzadeh as a v.p. who will focus on business development marketing and public relations.

    Named executive director of the International Visitors Council of San Diego was Karen R. Rohrbaugh, who previously handled protocol and special events for Mayor Susan Golding.

    Appointed v.p.-administration and CFO at Epic Solutions Inc. was Douglas C. Key. He formerly directed financial planning and established new business for SAIC, which he joined in 1983.

    Ed Bacani, a CPA and owner of Bacani Accountancy Downtown, was named Asian Entrepreneur of the Year at the Asian Business Association's seventh annual awards dinner.

    First National Bank has named Steven Ahlquist senior v.p. of marketing and branch administration. With more than 24 years in banking, he will oversee marketing of bank products for all five county branches.

    Michelle Lynn Dallas has been named CEO of WomanCare Health Center, filling a vacancy left by outgoing CEO Ashley Phillips. Dallas relocated to San Diego after 11 years with the Palm Springs Chamber of Commerce.

    Commercial real estate marketing specialist Jim Hughes joined the C/W Companies as v.p. He left a job with Grubb & Ellis Commercial Real Estate Services, where he specialized in office and investment properties.

    Northern Trust Bank has announced hiring of Paul Tozzi, v.p. and trust officer in the La Jolla Village Drive office, and Paul Fairweather, v.p. handling business banking in the Wall street office in La Jolla.

    Promoted to president of Employment Systems Inc. was Michelle Friery. As president, she supervises all the firm's daily operations.

    Two litigators to join Heller Ehrman White & McAuliffe are Susan Gonick, formerly a partner with Milberg Weiss Bershad Hynes & Lerach, and George Brown, formerly associated with the Los Angeles office of O'Melveny & Myers.

    While at Milberg Weiss, Gonick was the primary attorney responsible for prosecuting Owens vs. San Diego Trust, which led to the return of approximately $24 million to investors in a real estate Ponzi scheme.

    Jerry P. O'Connor is the new managing director of the Spreckels Theatre Downtown. Replacing Gisele Papen, O'Connor will be involved in booking and productions in the theatre owned by Jacquelyn M. Littlefield. O'Connor served as artistic managing director of Post Playhouse in Fort Robinson, Neb., for the past 11 years.

    Senior Logistics Engineer at Science Applications International (SAIC) Robert Schussler was elected a fellow in the Society of Logistics Engineers, a professional organization with 51 chapters that recognizes logistics leaders in industry, government and education.

    Brian J. Milich is v.p. in charge of the San Diego County merchant housing division of the Catellus Residential Group. The company’s first county residential project, on 31.2 acres in Carlsbad, will be 96 single-family detached homes of 2,300 to 3,350 square feet, priced at about $390,000.

    Sheryl Schane, former director of marketing and special events for the Downtown San Diego Partnership, has moved to her new position in the Golden Triangle as director of special events for the Building Industry Association of San Diego County.

    City National Bank hired Susan Howell Ten Eyck as senior v.p. and San Diego commercial banking team leader. She has been in banking for 19 years, most recently as v.p. at Wells Fargo's San Diego regional commercial banking office.

    Brian D. Driscoll, senior v.p. of Colliers International, was appointed to the board of the Society of Industrial and Office Realtors, and also was named chair of the national organization's finance and budget committee.

    Integrated Neuroscience Consortium named Steven M. Lash to its board. Lash is a pioneer in physician practice management organizations and since 1994 has served as executive v.p. and CFO and treasurer of FPA Medical Management in San Diego.

    Dr. Robert K. Ross, director of County Health and Human Services Agency, received the Leadership in Health Affairs Award from the Hospital Council of San Diego and Imperial Counties. The annual award recognizes an individual's leadership and efforts in the health field.

    Scripps Bank has hired Marguerite Machado as assistant v.p./operations manager in the Downtown office. She moved to Scripps from Glendale Federal Bank.

    UCSD Extension appointed Derry Connolly as academic director for its Engineering, Science and Environmental Studies program. Formerly with Eastman Kodak in San Diego, Connolly will develop new courses, seminars and certificate programs, and will facilitate transfer of research findings from the scientist to the practicing engineer.

    Barney & Barney has named two new staff members: Linda J. Marsden, operations supervisor for the Personal Lines Dept., and Lisa A. Boelens, account executive in the Personal Insurance Dept.     Jeff M. Taich was appointed first v.p./industrial division of Retail Properties Group Inc. For seven years before joining the firm, Taich was v.p. of the investment and industrial division for Voit Commercial in La Jolla.
