    The largest private landowner Downtown, Catellus Development Corp., named William "Bill" Scott Jr. to head the San Diego office as senior v.p. He will join Joy Chen, director of mixed-use development. Scott will be responsible for all of Catellus' San Diego holdings including the 17-acre Santa Fe Depot property. A 25-year resident of San Diego, Scott spent 18 years with the Douglas Allred Co. where he was executive v.p. and COO, and participated in 14 commercial and residential projects valued at more than $415 million. He also was with Eagle Development.

    Southwest Community Bank named Harry Shank v.p., business banking manager. Formerly a manager of the Del Mar branch of Bank of Commerce, Shank has 30 years in the industry.

    Betty Pardue rejoined Barney & Barney as employee benefits client service manager, and Kurt Bauer was hired for a newly created position as director of marketing and communications. Pardue originally was with the firm from 1975 to 1984. Bauer moved from a position as advertising director for the Roman Catholic Diocese of San Diego.

    Joining the Bank of America Private Bank as senior v.p. and private financial adviser is Clifford Schechter. Formerly of Ernst & Young's personal financial counseling practice, he is one of San Diego’s best known tax experts. His new position is modeled after one employed by Nation's Bank, which absorbed BofA last year. He is the first to hold the title in Southern California. Working from BofA's Downtown office on B Street, his territory stretches to Orange County. Private Bank clients don’t pay extra for his services; in the old days three hours of his time cost upward of $1,500. "I am purely overhead," Schechter says with a laugh. "I am a resource for the relationship managers to take out on their meetings.

    Ed Tsai is v.p. and chief information officer of Inspired Arts, a provider of Internet business innovations founded in 1994. Formerly Tsai was a staff engineer for Sony Electronics where he coordinated research and development for e-commerce.

    Assistant Executive Officer Joanne Nowak was assigned operational oversight of the North County Division of Superior Court after the death of D. Kent Pedersen. She joined the court in 1989 as chief budget officer and was named director of administrative services in 1995.

    Procopio, Cory, Hargreaves & Savitch named Michael Shanahan marketing director. Shanahan previously was division marketing officer with Union Bank of California.

    Larry Shea, managing principal of Barney & Barney regional insurance agency, was elected chairman of the board of the YMCA of San Diego County. Shea, active with the YMCA since 1970, will oversee its 13 branches, three departments and 11 social service projects.

    Alan Ziter was elected chair of California Arts Advocates, an organization of 5,000 nonprofit arts organizations. For the past 13 years, he directed the San Diego Performing Arts League.

    Centre City Development Corp. named Roberto Saucedo senior project manager-public works. He worked for 27 years as a civil engineer for the city of Chula Vista.

    Promoted to manager of advertising and communications at Metropolitan Transit Development Board was Nancy Magnus Irwin. She has been with San Diego Transit since 1981. This change centralizes marketing of the bus and trolley systems and their ridership and expansion plans to accommodate SDSU and the proposed ballbark.

    Mary McClellan was named business development director for Smith Consulting Architects. She spent three years as v.p. of the Downtown San Diego Partnership and before that was with the Armed Services YMCA.

    Doctor Design Inc., a subsidiary of Integrated Systems Inc., appointed Chuck Citron as sales channel manager. Citron has more than 26 years of high-tech management and marketing experience.

    L. Renée Comeau was promoted to senior v.p./private client and commercial banking for the San Diego Region of California Bank & Trust. She will be headquartered Downtown.`

    Janice Brown and Michael Riney, former partners of Seltzer Caplan Wilkins & McMahon, have formed Vantage Law Group. The new firm specializes in employment, trademark, trade secret, unfair business practice and commercial litigation.

    Barbara Rossoll was named marketing manager at Shea Homes San Diego. Rossoll has served as marketing director for Shea Homes, the Baldwin Co. and The Fieldstone Co. during her nearly 20 years in real estate.

    Connie Matsui, v.p. of planning and resource development at IDEC Pharmaceuticals, was elected national president of Girl Scouts of the USA. Matsui has served on the Girl Scout Council national board since 1984.

    Former Channel 39 news anchorman Mark Walton joined Morgan Stanley Dean Witter's La Jolla office as financial adviser. He formerly hosted "PM Magazine," "Eye on San Diego" and ESPN's Lifestyle Magazine.

    San Diego National Bank named Joan St. Clair branch manager of the bank's newest location in Carlsbad. St. Clair, who previously underwrote residential mortgage loans for ADVANTA, has more than 18 years in banking.

    Janene Brunk joined America's Finest Yacht Charters & Events as sales manager. She previously was sales and convention service manager for Mandalay Beach Resort in Oxnard, CA.

    Recipient of the California Credit Union League's 1999 Diversity Award is Linda Baugham, president and CEO of University & State Employees (USE) Credit Union. Baugham served 10 years as an affirmative action officer in the banking industry before joining the credit union.

    Ben Press, a tennis teacher for 28 years at the Hotel Del Coronado, joined the teaching staff at the Hilton San Diego Resort on Mission Bay. Press has won 13 national titles and has coached many national celebrities.

    Michael I. Neil, president of Neil, Dhymott, Perkins, Brown & Frank law firm, was inducted into the American College of Trial Lawyers, making him one of 20 local lawyers to have achieved that distinction. He is the incoming president of the local chapter of the American Board of Trial Advocates, and is v.p. of the County Bar Association.

    Appointed v.p. of finance for Cabrillo Credit Union was Joel Hudson, formerly with Great American Credit Union. He has 20 years in his field.

    Donald Eppich was promoted to partner by Carter, Polito & Muscio. He joined the accounting and business consulting firm in 1995. Eppich has 14 years in the industry.

    Valle de Oro Bank promoted Maureen Judish to mortgage banking associate in the Rancho San Diego office. With 19 years in the industry, Judish joined Valle de Oro in 1991.

    The Gable Group promoted account supervisors Jack Beresford, Rick Cook and Scott Pansky to directors. Beresford, new director of public affairs, managed this division for the past six years. Cook, director of public relations, has been with the agency since 1998 and has more than 15 years in the industry. Pansky, director of promotions and cause marketing, joined the agency in 1992 and co-founded the promotions and cause marketing division.

    Leap Wireless International Inc. appointed William D. Ward corporate controller for Cricket Communications Inc., a Leap subsidiary. He formerly was controller of Qualcomm Inc. Another Leap change was the promotion of Stephen P. Dhanens to v.p. corporate controller. He has been with the company since it began in 1998 as a spinoff of Qualcomm, where he had been director of finance.

    Michael Merrill and Edouard Ruegg were named principals at James Leary Architecture and Planning. Merrill is principal-in-charge of retail commercial projects. Ruegg is principal-in-charge of health care.

    Goode, Peterson & Weintraub expanded its firm to 15 attorneys hiring Pamala Havird, a specialist in personal injury, business and civil litigation, and Gordon Kaplan, who specializes in corporate law.

    Daycom Systems named Bill Foster v.p. of sales and marketing. Foster, previously director of business development for a consulting and training firm, has 14 years in the field.

    Fieldstone Communities promoted Andrew Murphy, former assistant, to regional manager for San Diego. He replaces Jim Hansen now senior v.p. Murphy also was project manager and corporate treasurer for Fieldstone.

    Steve Nishimuta, a new senior project manager with Roel Construction's Surety Group, previously worked 14 years for Douglas E. Barnhart Inc.

    Promoted to v.p. of the Walters Management Co. were Ned Heiskell, former regional manager, and Barry Burzo, former assistant v.p. Heiskell will operate the company’s Temecula office, which he launched in 1994, and Burzo will oversee the company’s portfolio of community associations.

    The special risk division of the Arrowhead Group of Companies named Daniel Milazzo senior v.p. With 35 years in the insurance industry, Milazzo most recently was v.p. and branch manager for Directors and Officers Insurance. Elizabeth Seitz was hired as financial reporting manager, leaving a seven-year position at PricewaterhouseCoopers.

    Thomas Bernsen, former v.p. of operations and technical services, was promoted to acting COO of the National Dispatch Center, a word messaging company. Prior to joining NDC, Bernsen was with Horizons Technology Inc. and SAIC in San Diego.

    Scripps Bank named Michael Perry senior v.p. and regional administrator of its North County regional office. Formerly with Grossmont Bank, now California Bank & Trust, Perry has more than 14 years in the banking industry.

    Insurance Journal promoted Sky Barnhart from staff reporter to managing editor. She has been with the publication for more than a year.

    Carttronics, producer of a shopping cart protection system, appointed Terry Peets to its board. Peets is director of SuperMarkets Online and has served as executive v.p. to both Vons and Ralphs.

    Peter White, v.p. of student services at Grossmont College, will spend six weeks at a teachers' college outside of Mexico City as the first Fulbright Administrative Exchange between the United States and Mexico.

    Callaway Golf Co. appointed Peter Gotfredson to v.p., sales and marketing, for Callaway Golf Ball Co., a subsidiary of Callaway Golf. Gotfredson has a strong retail background, including having been v.p. of retail marketing for General Nutrition Inc.

    California Healthcare Institute (CHI), a nonprofit public policy research organization, elected Dr. Thomas Pollard to its board. Pollard is president of the Salk Institute for Biological Studies and an adjunct professor of science at UCSD.

    H. Edward "Eddie" Langert was named v.p. of research and development and investor relations by La Jolla Club, a manufacturer of women's golf supplies.

    Jackie Vella, executive director of the Epilepsy Society of San Diego County, was named Executive Director of the Year by the Epilepsy Foundation of America. Vella has been executive director of the agency since 1990.

    Joining McQuertergroup are new art director Jill Novak, former ad concept designer for Capitol Records in Los Angeles; advertising account executive Leslie Talley, former marketing consult for the home electronics Web site E-Town; production manager Heidi Gingerich, former marketer for the Dallas-based Container Store; and media buyer/account coordinator Michelle Loden, formerly of Stoorza, Ziegaus & Metzger's advertising division.

    Jose Cisneros was named information technology program director at Maric College, San Diego campus. Previously he was an engineering systems assessor and administrator with the Navy.
