The Center for Commercialization of Advanced Technology is inviting local universities, government, industry, research laboratories and individual entrepreneurs to apply for CCAT support services and grants to facilitate the commercialization of technologies in the area of crisis and consequence management.

From these applicants, the CCAT aims to identify, evaluate, fund and fast track the development of dual-use technological concepts that can be applied by both the government and the private sector.

The deadline to apply is Oct. 31.

"Since Sept. 11, much attention has been paid to the topic of crisis and consequence management and the need for technologies in this critical area," says Dr. Brenda-Lee Karasik, from the office of the deputy director for science, technology & engineering, SPAWAR and CCAT executive board member. "The unique collaborative effort housed by CCAT, which was formed long before these attacks, will identify and support the development of crisis management and missile defense technologies that support the Department of Defense's efforts to counter the increasing threat of man-made and natural disasters."

HNC Software Inc. of San Diego and PROS Revenue Management Inc. of Houston have sealed an agreement to develop software for analyzing airline industry data to accurately detect critical security risks in real time.

HNC, a provider of critical action software, and PROS, the world's leader in revenue management software, plan to develop technology to recognize security risk patterns within vast amounts of airline booking data.

By detecting and scoring anomalous patterns in millions of reservation records and other related data, the predictive software could identify suspicious transactions.

Flagged information can be immediately investigated by experts to increase security and travel efficiency.

The new technology will mesh HNC's science-based risk detection analytics capabilities with PROS' data-driven forecasting and optimization software deployment expertise. With the ability to instantly analyze all available structured data and unstructured data, airlines could proactively take critical action related to passenger safety.

"By using high-end risk analytics and decisioning engines, we can help airlines, airports and law enforcement agencies identify patterns that warrant further investigation — without intrusive security measures," explained John Mutch, CEO of HNC. "Much of HNC's technology research has been funded over the years by defense and intelligence organizations. We’re delighted to put this technology to use to increase traveler safety."

Qualcomm Inc. has made available worldwide samples of its MSM5200 Mobile Station Modem chipset and system software, as well as the accompanying Subscriber Unit Reference development platform.

The MSM5200 solution supports the Third Generation Partnership Project Frequency Division Duplex mode of Wideband CDMA to provide a peak data rate of 384 kilobits per second.

Novatel Wireless Inc. says its Minstrel and Merlin product lines will be compatible with the new Microsoft Windows-Powered Pocket PC 2002 Software.

Lankford & Associates Inc. says it is partnering with the National Electric Benefit Fund to develop Lankford's planned Downtown high-rise, Broadway 655.

Rob Lankford, president, says he anticipates breaking ground in May 2002 on the 26-story building to be built at Broadway and Kettner, with completion 24 months later.

There will be a joint public hearing of the San Diego City Council to consider approval of the project Tuesday.

"The financing and strong preleasing activity validate the excitement we’ve felt over the past year in committing to downtown and helping lead a renaissance that will be taking place near the harbor over the next decade," Lankford says. "Downtown is definitely on the move and we are proud to be part of it."

The $150 million Broadway 655 mixed-use development totals 475,000 square feet, including 430,000 square feet of office space, parking for 750 cars, 13,000 square feet of retail space and a four-story residential component on the E Street side, all phases of which will be built using exclusively union labor.

The location is close to the trolley and Coaster and virtually any type of shop, restaurant, or public or private services employees or visitors would need, Lankford says.

Anticipated completion date is summer 2004.

Carrier Johnson Architects is the project architect for Broadway 655 and preconstruction services are being provided by Hensel Phelps Construction Co.

The Washington Infrastructure Services unit of Washington Group International Inc. in Idaho has been awarded a $16.7 million construction management contract from the Metropolitan Transit Development Board of San Diego for the 5.9-mile Mission Valley East Trolley Extension project.

The total installed cost of the project is estimated at $431 million.

"We welcome the opportunity to work with the San Diego Metropolitan Transit Board, the designers, and specialty contractors on this complex project," says Michael Della Rocca, president and CEO of Washington Infrastructure Services, Inc. "The award recognizes our broad experience in the construction of all the elements involved here: light rail systems, tunnels, bridges, and highways."

The Mission Valley East Line is an extension of the existing Mission Valley West Light Rail transit line.

The 5.9-mile, four-station extension will start at the Mission San Diego Station in Mission Valley, just east of Qualcomm Stadium, and end at a junction with the existing Orange Line just east of Baltimore Drive in La Mesa. The line will cross Interstate 8 with a four thousand-foot span, then tunnel to an underground station serving San Diego State University, crossing Interstate 8 again in the City of La Mesa.

Construction of the Mission Valley East line is underway and will be completed in December 2004.

San Diego citizens are invited to meet and offer their thanks and support to San Diego and Orange County area police, firemen and emergency medical personnel as part of Pat & Oscar's Red Cross fund-raisers scheduled for Oct. 9 at all Pat & Oscar's San Diego and Orange County locations.

Pat & Oscar's will donate a portion of its restaurants' sales at all locations to the American Red Cross.

The restaurants expect police, fire, ambulance personnel and helicopter ambulance personnel to be on hand throughout the day to exhibit their equipment, pose for pictures with San Diego kids (future public safety professionals) and other Pat & Oscar's guests.

Pat & Oscar's also invites all restaurant patrons to sign and decorate poster's that will be presented to all participating police, fire and ambulance organizations throughout Southern California.
