San Diego Water Authority has appointed Cmdr. Jack Papp to director of public affairs. He has 17 years of experience in Naval public affairs, including several tours of duty in San Diego.

The San Diego Convention & Visitors Bureau has hired Annette Gregg as director of convention services. Previously, she served as director of event services for the Los Angeles Convention Center.

Virireader Harry has been promoted to project manager for Rilington Communities. Harry joined the company two years ago as purchasing director.

Sandag has hired Laura Breyer Chalkley to run the regional agency’s public information office and Leslie Campbell as administration and finance director. Most recently, Chalkley worked for the city of Ventura as the marketing and public affairs manager. Campbell spent the last 12 years with the California Department of Transportation.

The new director of real estate and investments for Mabee Properties is Dan Ukkestad. He previously was with Wells Fargo Bank.

Greg Spycia has retired from Wilson & Hampton Refinishing Inc. as president. David Linden assumed the title and Michael Cornish handles management, sales and marketing.

Debra Nye is the new associate in the biotechnology, pharmaceutical and intellectual property litigation practice groups at Foley & Lardner. She previously practiced law in St. Louis.

Steve Dolan has been named media relations and marketing specialist for San Diego State University’s College of Extended Studies. Dolan comes from SDSU’s marketing and communications department.

Jack Dowling joins HomeBuyer Agents Inc., where he specializes in resale condominiums and properties in Coronado and Point Loma. Dowling relocated from the high-tech industry in San Francisco.

Catherine Guyot joins The Monger Co. as director of the new public relations division. She comes from Public Strategies Inc., where she worked for SBC Communications.

Dan Schmitzer has been hired to the management team at Shelter Pointe Hotel and Marina. He comes from Hilton Torrey Pines, where he was director of sales and marketing.

David Duncan has been appointed CFO at La Jolla Pharmaceutical Co. Formerly, he worked for Medinox, Tanox, Neuromedical Systems and Telios Pharmaceuticals. Karen Church has been hired as v.p. of regulatory affairs. She has worked for Ancile Pharmaceuticals, Gensia and Neurocrine Biosciences.

The new director of communications strategies for Four Square’s Kearny Mesa headquarters is Danielle Gradillas. She has more than seven years of marketing, sales and account management experience.

Morrison & Foerster has added six new employees to its San Diego office. Katherine Parker joins as an associate in the litigation department. John Pacheco is an associate in the litigation department, transferring from the firm’s San Francisco office. Brigham Fordham joins as an associate in the litigation department and recently served as a judicial clerk to Utah Supreme Court Justice Christine M. Durham. Dale Buxton is an associate in the litigation department. Laurie Hill joins as an associate in the intellectual property department. Lara Strauss is an associate in the labor and employment law department. Karen Zachow is an intellectual property analyst who is a molecular biologist. She transferred from the firm’s Palo Alto office.

Enterprise Rent-A-Car has promoted Mic Delaney and Krister Terito to area manager positions. Previously the manager of the National City office, Delaney now is responsible for five offices from Mission Valley to La Mesa. Terito was manager of a rental office in Ventura County and now is responsible for three branches in Escondido and Rancho Bernardo.

The new president of San Diego MIT Enterprise Forum is William Lynch, v.p. of ProFinance Associates Inc. He previously served as co-chair of the program committee and has been a long-time volunteer for the forum.

Elaine Elliot has been named director of the office of community service learning at the University of San Diego. She has been with the university since 1995 and has a master’s degree in history.

Community First Bankshares Inc. has hired Mike Foley as v.p. and regional credit officer. Since 1999, he served as senior president and senior lending officer at Community First in El Cajon.

The San Diego Hall of Champions announced induction of Elvin Hayes, Ron Newman and Mark Reynolds to the Breitbard Hall of Fame. Hayes, a member of the Basketball Hall of Fame, began his career with the San Diego Rockets. Newman, Soccers coach from 1980 to 1994, is the most winning professional coach in American soccer. Reynolds made Olympic yachting history as a consecutive four-time representative in the same event. He has two world championship titles and three Olympic medals.
