San Diego State University has named Gail K. Naughton the new dean of its College of Business Administration effective Aug. 1, making her the first woman biotech entrepreneur to lead a major business program at a United States university. She will replace Michael L. Hergert, who will step down to concentrate on his career as a professor of management at SDSU. In March, Naughton was elected board vice chairman of La Jolla-based Advanced Tissue Sciences, a company she co-founded in 1987. She has held various executive positions, including president.

Gustavo Perez joined the city of Chula Vista as an economic development specialist in the Community Development Department. Perez previously worked as deputy executive director of the South San Diego Economic Development Council. He also was recognized as a 2002 20/20 Regional Leader presented by San Diego Metropolitan and Frontera.

Brig. Gen. Dennis M. Kenneally was appointed as commander of California Army National Guard. Kenneally’s experience spans more than 39 years and eight commands or command equivalents.

Greg Ocasek has been named director of land acquisition at Granite Homes. In the past, Ocasek has served The St. Clair Co., Communities Southwest and O’Donnel/Atkins.

Craig Irving and Ray and Jean Lucia have been named to the board of the Child Abuse Prevention Foundation. Irving is the principal and founder of Irving Hughes. Ray is president and founder of Raymond J. Lucia Cos. and Jean is active with children’s charities.

Kyocera America promoted John Schierer to v.p. of administration and support services. Schierer joined the company in 1998 as manager of human resources. He most recently was g.m. of administration and support services.

Christopher Todd, a civil litigation attorney and partner with Ingert Grebing Brubaker & Ryan, was elected president of the San Diego County Bar Association for the 2003 term.

J. Dennis Piper, currently the CIO for the city of Houston, has been named to oversee the County of San Diego’s computer and telephone operations.

Union Bank of California has appointed Carlee Harmonson as v.p. and manager of The Private Bank San Diego Downtown.

Dr. David T. Hayhurst, former engineering college dean at the University of South Alabama, is the new dean of the College of Engineering at SDSU.

Pardee Homes has named Amy Glad as director of governmental affairs. Glad formerly served as executive v.p. and general counsel to the Building Industry Association in Southern California.

Gary Schneider has been named v.p., client services at Four Square, a corporate communications and creative services company, Downtown. He will oversee business development, marketing and strategic accounts. Prior to joining Four Square, he spent nearly 20 years with Hewlett-Packard.

Stacy Strand, with more than 25 years as an architect, was named a senior associate with HMC Architects.

Don Wuerdeman was chosen to lead the California water and wastewater activities of Malcolm Pirnie. Wuerdeman has been v.p. of the firm since 1995.

The Meadows Del Mar Golf Club has selected Paul Cushing as golf course superintendent. Cushing previously was owner/operator of a golf course and environmental consultant firm.

Tina Sue Thomson has been named office manager at Sully-Jones Roofing Co. Prior to joining Sully-Jones, Thomson was office manager of the Glendale Small Animal Hospital. She also designed, built and managed the Muse nightclub in Old Town Pasadena.

San Diego National Bank has hired Susan Roth to manage the bank’s Carlsbad branch office. Roth, previously v.p. and manager of the La Jolla, Golden Triangle and Carlsbad branches of First National Bank, has more than 25 years of banking experience.

Women First HealthCare Inc. has elected Patricia Nasshorn to its board. Nasshorn replaces Ruth A. Wooden, who resigned to pursue other interests. Nasshorn’s experience includes a four-year tenure as president of Unilever's women’s health, Unipath division, and positions with Johnson & Johnson, Merck & Co., Inc. and Bristol-Myers Squibb.

Timberline Partners has hired Peter Zahn as senior legal advisor and Richard Hudizk as senior finance advisor. Both Zahn and Hudzik bring more than 20 years of experience to their new positions.

Avencom has hired Eva Rallis as director of client services for their Internet technology team. Rallis has more than 10 years’ experience managing projects for government agencies such as NASA and U.S. Customs Service.

Castle Advertising has added Ian Anderson as associate creative director. Anderson, who has more than 14 years’ advertising agency experience, worked for Hall Communications and R&R Partners.

Wanda Allen joined Discovery Valley Bank as senior v.p. and loan operations manager. Allen has more than 18 years’ experience in San Diego banking. Most recently, she was senior v.p. and SBA operations manager of Temecula Valley Bank.

Melinda Rosas has been promoted at USA Federal Credit Union of San Diego from collection manager to assistant v.p. of lending services. She began working at the international headquarters of USAFCU in January 1991 as a member services representative.

Superior Court Judge William B. Draper, Jr. retired from the bench after more than 16 years as a trial judge. Assigned to the Vista arraignment department, Judge Draper served his last day on June 28.

Kettler is a registered civil engineer with more than 15 years of land development experience.

The certification indicates that Dillingham has completed an in-depth course of study encompassing building systems, life cycle costing, energy management, finance, asset management and environmental, insurance and legal issues.
