Allegro Tower is under construction on the east side of Kettner Boulevard between Ash and Beech streets by Allegro LLC. Construction for the 211 apartments began in April 2003 and should be complete by June 2005.

Driven by the new $450 million ballpark and white-hot regional housing market that has increased home values 20 percent annually for four years, Downtown San Diego is booming.

The skyline is an ever-changing mix of cranes, steel and concrete as the residential mix evolves to reflect the steady influx of empty-nesters and young professionals. While downtown housing is usually more costly than suburban, in San Diego prices are generally in parity with suburbia.

The rapid growth has outpaced the expectation of planners. The last master plan for Downtown, completed in 1992, is far out of date, with uncontemplated levels of development in unanticipated areas.

The city, led by the Centre City Development Corp., has been working for nearly two years on a new master plan designed to guide development for the next 30 years. A final draft should be released next month, allowing members of the public a last chance to poke holes in it before it heads to the City Council for final changes and then adoption.

The new draft plan calls for Downtown in 2030 to have 85,000 residents and 150,000 jobs. Today Downtown San Diego has 23,000 residents and about 70,000 jobs.

Last year, 1,800 new housing units were occupied Downtown. Planners expect 2,800 move-ins this year.

Over the next three years, 9,000 new homes are expected to be built or start construction. CCDC’s latest tally shows 37 projects were finished in 2003. The agency is tracking another 117 on their way. Following is a list of those on the market, in construction or soon to break ground.

Homes For Sale:

Intergulf Development is finishing the exterior of La Vita, which will include 304 condos. The project is bounded by Beech, State, Cedar and Union streets. Building began in November 2002 and should be complete by February 2005.

Pinnacle Museum Tower, which will include 182 condos, is being built by Pinnacle Development on Front, Market, Union and Island streets. Construction began in May 2003 and should be completed by August 2005.

Champion Development is putting the finishing touches on Phase 1 of Gaslamp City Square, which began in November 2002 and should be completed by August 2004.
