The Allen Group named Harve Filuk v.p. of development for California. Filuk, who has been with the company since 1999, was previously director of development for Southern California.

Knobbe Martens Olson & Bear elected Steve Nataupsky managing partner. Nataupsky has been a partner at Knobbe Martens since 1996. He succeeds Jim Bear, who managed the firm from 1974 until his retirement last month. The firm also added a new partner, Jerry Hefner, and promoted 10 associates to partnership.

Gary Croucher was elected president of the Otay Water District board. Jose Lopez was elected v.p. and former president. Jaime Bonilla transitioned to treasurer.

The Urban Land Institute San Diego/Tijuana District Council hired Mary McLellan as its first executive director. McLellan is the immediate past chair of the District Council and brings 19 years of experience in marketing and leadership for real estate and land use projects. Also, the Institute named Tony Pauker council chair. He is regional president of The Olson Company.

Robert Purdy has returned to the Manchester Grand Hyatt as resident manager. He was director of sales at the hotel in 1993 and went on to sales positions at several other Hyatt properties before most recently serving as sales director at the company’s Chicago corporate headquarters.

Escondido attorneys Carl J. Skaja and Robert M. Daniels opened a new firm, Skaja & Daniels. Skaja has practiced law in Escondido since 1996. Daniels was an associate with the law firm in which Skaja was previously partner.

Five Point Capital named Gary Holden v.p. of information technology and Traci Rice director of telemarketing and customer service. Holden has more than 20 years of experience in information technology. Most recently he was president of Poway-based Tenth Rock Consulting. Rice has more than 10 years of experience, most recently as director of sales and service for Smith + Noble in Corona.

Jason Brady joined Polycomp as a pension consultant. He brings more than 10 years of experience in pensions and retirement services. He was previously v.p. at Accrued Benefit Administrators Inc. in Santa Barbara.

The Parkinson’s Disease Association of San Diego welcomed Steve Lawrence and Flora Loreto Najera to the newly created positions of director of resource development and outreach coordinator, respectively, and Karen Jensen as education coordinator. Lawrence previously served as development director for San Diego’s Community Catalysts. Najera, who is bilingual, joins the association from Habitat for Humanity. Jensen brings 14 years’ experience in education and training from SeaWorld.
