The Smart Growth Concept Map contains almost 200 existing, planned and proposed smart growth locations throughout the San Diego region. Transportation and planning professionals from all jurisdictions provided input and review to help create the Regional Transportation Plan (RTP) update. The RTP provides an overall vision and policy framework for better connecting land uses and transportation networks within our binational region. The plan promotes smart growth and sustainability principles through the illustration of the locations of existing, planned and potential smart growth areas. The Smart Growth Concept Map helps to identify actual locations in the region with opportunities for smart growth, allowing for transportation agencies, operators, utility agencies, lenders, developers and others to coordinate plans, investment and developments.
Quarry Falls, Sudberry Properties Mission Valley

This 230-acre master plan vision in the heart of Mission Valley is a reuse of an existing aggregate mining operation to create a sustainable, environmentally sensitive community design. The project includes a variety of housing types, densities and designs to both match the existing context and create a vibrant “live, work and play” environment. The project will incorporate green landscape features like bioswales and native drought-resistant plants, neighborhood parks and a 17.5-acre river park. The Quarry Falls plan includes a shopping and dining area, a child care center, a San Diego River/Mission Valley Heritage museum, commercial development, a fire station and Mission Valley’s first public school. The plan is designed to be pedestrian friendly and reduce dependency on cars through the incorporation of a shuttle system, a hybrid car-sharing program and a network of hiking and biking trails close to the trolley stop.
COMM22, Bronze Triangle CDC, Bridge Housing Corp., and the MAAC Project Logan Heights
The COMM22 development is a mixed-use, transit oriented development that combines 234 affordable family and senior housing options. Located in Logan Heights, the project seeks to meet the unique social, economic and physical needs of the community with the inclusion of market-rate lofts, for-sale homes, a bank, a health clinic, day care facilities and 22,000 square feet of commercial and retail space.
Solara, Community HousingWorks Poway
Solara, the first apartment community in California to be fully sun powered, is smart growth at its best. Community HousingWorks (CHW), the San Diego-based, nonprofit owner/developer of Solara, transformed a blighted, abandoned site along a floodway into a vibrant mixed-use, pedestrian-oriented community. The development includes 56 apartments in six two-story residential buildings, a 2,100-square-foot community center and 2,100 square feet of independent office space on 2.5 acres in Poway. Each unit has a private front porch. The buildings are connected by interactive walkways and community gathering spaces. Solara is the first project delivered under the California Energy Commission’s Zero Energy New Homes program. Solara reduces its “carbon footprint” by 95 percent, the annual equivalent of taking 300 cars off the road or planting 5,400 trees.
Gateway Village, Clark Realty Point Loma
Gateway Village is a Navy public/private partnership replacing 545 existing homes with 460 new homes on 43 acres for low-income military families. The project includes a 9,000-square-foot clubhouse and meeting area, a pool and outdoor recreation areas, picnic areas, five tot-lots, three play courts, more than two and a half acres of open space and green active and passive recreation areas. The project is designed to provide sustainable and green building elements that will serve as a model for future public/private partnerships.

Renaissance at North Park, a mixed-use development, is a 1.68-acre infill development including a mix of commercial and residential structures. The project includes 14 three-story affordable townhomes, 94 senior citizen affordable apartments and 24 market rate townhomes. It includes 6,000 square feet for a public community center and another 6,000 square feet for commercial space and a pedestrian-oriented public plaza. The project also incorporates the reuse of wood from the previous bowling alley on site, and Flexcar parking.
Lillian Place, Wakeland Housing & Development and Interfaith Housing Assistance Downtown
The 74-unit infill apartment complex is a mixed-use development that will provide new housing options for low- and moderate-income families. The project includes the adaptive reuse of a historic structure for a new community center that may include after-school programs, adult job skills education and computer classes. The project used city of San Diego redevelopment financing, tax credits and public and private financing sources to create affordable housing.
Paradise Walk, The Olson Co. National City
Paradise Walk is a new townhome community in National City that exemplifies distinguished planning and smart growth concepts. Built within walking distance of Paradise Valley Hospital, the project is designed to offer attainable market rate housing for nearby hospital employees and residents of National City while establishing a high standard of infill development. The builder’s pedestrian-friendly development offers an urban residential experience in a suburban location by placing residents within walking distance of transportation, shopping, schools and daily amenities.
Stella, Constellation Property Group Five Points District
The Stella development is an 85-unit condominium project that provides both market rate and affordable housing opportunities near Downtown. The project includes the use of expansive glass windows, cross-ventilation and efficient architectural design.
R3, Lloyd Russell Development Little Italy
The R3 building uses smart growth principles to overcome a challenging 1,600-square-foot parcel and make an iconic structure at the edge of Little Italy. The two-story building has a single unit per floor that can be subdivided for flexible commercial uses, including an art gallery, studio or office.The building uses smart growth principles through its design and materials and incorporates a freeway embankment for landscaping.
Harbor View Condos, Gulf Unlimited National City
The 75-unit, mixed-use condominium development provides affordable housing for residents of National City. The redevelopment project includes 13,000 square feet of ground floor retail space and landscaping to create an attractive pedestrian-oriented street scene. The Harbor View project is designed to capitalize on the nearby 8th Street Trolley station.
La Jolla Commons, Hines Development La Jolla/UTC
La Jolla Commons is a LEED-certified project that includes a 15-story, 340,000-square-foot office tower. It is a joint venture between managing partner Hines Development and TIAA-CREF, a financial services organization. The building incorporates smart growth principles of energy efficient floorplates, state-of-the-art operating systems, diverse on-site amenities and transportation improvements.
Tierra Miguel Foundation and Farm Pauma Valley
The Tierra Miguel Foundation and Farm is a working biodynamic farm and charitable organization offering educational programs that promote sustainable, community-based food production. The foundation secured an agricultural easement for the 80-acre farm in perpetuity. A 500-member community agriculture program provides produce to San Diego and Los Angeles subscribers on a weekly and seasonal basis.
Cedros Crossing, Shea Solana Beach
The Cedros Crossing project is a mixed-use, transit-oriented project that will include 141 rental units, public plazas, 21,000 square feet of commercial space and two new theaters for the North Coast Repertory Theatre. The project includes the construction of a 528-space parking garage, bicycle parking and pedestrian-oriented design to support the Amtrak station, bus stop and nearby Cedros Retail district. Excavated soil will be used at the nearby Fletcher Cove project.
