The 10th Annual USD School of Law – RJS LAW Tax Institute Presented by Whittier Trust will be held on Friday, July 18, 2025.
The Institute is the premier tax event in San Diego. The region’s top tax attorneys, CPAs, and law/business school professors will discuss topics including government loan relief and abuses, challenges in cross-border transactions, and practical and realistic solutions in Trust, Estate Planning, and Tax matters.
The Richard Carpenter Excellence in Tax Award is given to an individual who exemplifies honesty, integrity, ethics, and compassion throughout his/her careers in the field of tax controversy and has demonstrated outstanding dedication and expertise while representing taxpayers before the federal and state governments.
Cura Smiles Launches Matching Fundraising Campaign with David Copley Foundation

Cura Smiles, a nonprofit organization providing free dental care to underserved populations in San Diego, has launched a matching grant campaign in partnership with the David Copley Foundation, supporting impactful initiatives throughout the San Diego region.
The campaign runs through September 30 and invites individuals, community groups, and corporations to participate. All donations made during this period will be matched dollar-for-dollar by the David Copley Foundation, up to $50,000. The goal is to raise $100,000, which would account for more than half of Cura Smiles’ annual operating budget. While the organization maintains a lean structure, essential expenses such as rent, dental supplies, and staff salaries remain significant.
Each donation contributes directly to life-changing dental care. For example, a gift of $730 can fund comprehensive treatment for one patient. One such patient, Michael, lost a front tooth ten years ago, a loss that deeply affected his self-esteem. After receiving treatment through Cura Smiles, his smile was restored, along with his confidence. Michael recently celebrated one year of sobriety, is now renting his own apartment, and has found steady employment. His story highlights the broader impact of accessible dental care on long-term health and stability.
To date, Cura Smiles has raised $19,200 toward the $50,000 matching goal. The organization and its partners hope to engage the broader community in support of this critical campaign.
State legislation for Tijuana River crisis stalls in Assembly

The California State Assembly denied a hearing for Senate Bill 10, a bill that would use toll road revenues to help combat the Tijuana River pollution crisis.
The bill, SB 10, would use funds from tolls collected at the proposed East Otay Mesa toll facility to address water and air pollution. Additionally, the funds would help offset the financial obligations of the South Bay International Wastewater Treatment Plant.
The plant treats up to 25 million gallons of wastewater a day from the Tijuana River, but critics argue that the capacity falls far short of the need. The plant is currently undergoing a fast-tracked expansion.
