New federal CalFresh work requirements take effect Monday, curbing benefits for some recipients

New federal rules took effect Monday, requiring some San Diego County residents who once qualified for CalFresh food benefits to meet work or volunteer requirements to maintain eligibility.
The updated rules follow the 2025 passage of H.R. 1, the federal spending bill, and apply to certain able-bodied adults without dependents, or ABAWDs, who are applying for or renewing CalFresh benefits. Those affected:
- Are between 18 and 64 years old;
- Are not living with a child under 14;
- Do not meet a federal exemption;
- Are physically and mentally able to work, and
- Are not pregnant or disabled.
City Council Struggles with Attendance

Turns out, it’s hard to get all nine councilmembers to a City Council meeting.
Even if it concerns the city’s gaping $118 million budget deficit.
Every year, the city of San Diego begins its budget review process for the upcoming fiscal cycle in the spring. City Council President Joe LaCava told Voice of San Diego it has been tough to get colleagues to meetings.
“That’s just not a good look for the Council,” LaCava said. A few weeks ago, he had to end a meeting early because they didn’t have a quorum. “I find it a little embarrassing.”
New South Bay ferry service opens between Chula Vista and downtown San Diego

A new ferry service is launching Monday, allowing riders to cruise up and down the bay between Chula Vista and downtown San Diego.
Service from Flagship Cruises & Events began its daily schedule Monday with an 8 a.m. departure from Chula Vista’s waterfront at 600 Marina Parkway.
Each crossing takes around 45 minutes, with departures from alternating terminals scheduled at the top of the hour. One-way fares will be $15 per passenger.
