California is getting ready to increase a health insurance tax — will it affect your premium?

Legislators this week approved a health tax bill meant to continue critical federal funding for the state’s Medicaid program, also known as Medi-Cal. Their approval comes despite warnings from health industry leaders that the tax, as designed, will raise premiums for privately insured Californians.
New federal rules are forcing the state to restructure its managed care organization tax, or MCO tax, which the state collects from health insurance plans that coordinate care for their members. California has been charging Medi-Cal insurance plans at a higher rate than private plans.
North County Report: Del Mar and Fairgrounds Still Feuding

The city of Del Mar’s hopes to build an affordable housing project at the Del Mar Fairgrounds may have, once again, hit a snag.
Del Mar and the 22nd District Agricultural Association, or 22nd DAA, which oversees the Fairgrounds, have been working for years toward a plan to build an affordable housing project on the Fairgrounds property.
The process has, at times, caused tension between the two parties, almost to the point of stopping the entire effort.
Fair Community Banner Program spreads cheer throughout San Diego County

Beginning every May, from Chula Vista to Escondido, and from San Diego to Lemon Grove, the happy faces of people from communities across San Diego County grace more than 1,000 street banners, hailing the arrival of the longest-running summer tradition in the region.
Since 2011, the San Diego County Fair has worked with community-based organizations — such as business improvement districts, chambers of commerce, and city governments — to coordinate this countywide effort. Banner partners reach out to their respective communities through digital media and other means, inviting them to participate in a photo session. The Fair provides a photographer and props — which correspond to the year’s Fair theme — and takes pictures of folks who will eventually end up on a banner.
The Fair also creates the layout and design of over 1,000 banners and covers printing and installation costs. This year, for the Once Upon A Fair theme, some 600 people from 25 communities in eight cities participated:
